Article 12: Form and presentation of the Offer: The offer
itself should contain three envelopes with:
- The word "graphic file" containing all data related to project design.
- The words "Technical bid" indicating the name, company name and address of or candidate and includes administrative documents justifying the credentials of BET and all taxes and incidental pieces.
- The word "Financial Offer" containing the bid and a financial estimate of the project by highlighting the costs of studies and monitoring of implementation.
A / First fold graphics package comprising:
1) Architectural Record and graph the project (distribution plan - front - cut facades urban environments prospects and possibility of layout, assembly drawings). The report will be on A3 - A2.
2) A general scheme of integration of the project site.
3) A note describing the project justifying all design decisions and solutions adopted, their advantages and disadvantages.
4) A note showing the method of calculating the energy performance of the justifications for the proposed project (fact sheet attached).
5) The constitution of the team responsible for developing and monitoring the execution of the study.
6) The method of assistance and project monitoring.
7) The implementation schedule of the study.
8) The plan for implementation.
9) The estimated overall cost projected target accurately the price of living M2 indicating the financial impact following the introduction of energy performance measures compared to the standard realization of a project of similar capacity.
B / Second envelope (technical) comprising:
- specifications duly signed and initialed by the bidder
- The Declaration to subscribe duly filled and signed
- The status of the office or memorandum of understanding for groups (certified copy )
- The record of the person signing the bid for the national trainer
- The record of the person signing the bid for the national trainer
- Certificate Accreditation legalized
- The professional references and certificates of satisfactory execution issued by the building owners
- Curriculum Vitea (CV) of the nominees (all people) signed including professional experience in a related field.
C / Third fold (bid) comprising:
- The letter of submission duly filled and signed
- The proposed fees for the mission of BET study and monitoring.
When filing records of bidders, the organizer will make the next record numbering.
To be admissible, benefits will come from the candidates who withdrew from the contest and the record, having arrived on time, in its filing, as required by the specifications.
The services must be made of the plans presented in the format requested.
The bidder should carefully examine all instructions, requirements, models, terms and specifications contained in the record of the competition.
Article 13: The deadline for submission of bids:
The deadline for submission of tenders is 45 days, the deadline is July 18, 2009 at 10:00 am at the office of the order of BLIDA OPGI.
Article 14 : Validity of tenders:
The period of validity of tenders shall be ninety (90) days from the date of submission of tenders Unit, during which the bidders will remain committed BET.
No bid may be withdrawn or modified in the interval between the date of bid opening and the choice of co-contracting partner.
